to their voters and can make changes on the fly. If voters in a state want to pay for post-secondary education they are welcome to try it. The advantage they have is that if it fails they can scrap the plan and try something different. When is that last time the federal government scrapped a plan that was not working?
I could not really care less what other states do if I am not forced to pay the bill for it. Most states have found that socialistic systems don't usually work at the state level because they do not have access to the funding needed to keep them afloat.
