Take any retail business, like WalMart.

They have an operating budget for loss (theft, damage, etc) that is a certain amount. This is one of their many costs and it is quantifiable in their budget EVERY YEAR. In order to be profitable, they need to earn more money than they lose. As such, they will adjust their prices accordingly to remain profitable.

Who PAYS for that budgeted loss? Their customers.

You have just learned something. And so have I. I learned for certain that you do not own a retail business.
