something done in 12 years, then you don't need to be there. I see the house is different since they get reelected every two years. I know some Representatives seem like they have been there forever, but they do have to still run. Maybe redraw the maps for districts to make them even and too insure there isn't a strong hold for any party. Don't know if that could happen, but look at AOC. She won a seat that no one thought the guy would lose.
