well. The idea that civilians are off limits for military strikes is a relatively new idea and really just silly.
Cities provide the supplies, military hardware and recruits required to fight a war. Attacking those cities addresses multiple military objectives.
As we learned in Vietnam it does not matter how well an army does in the field if you do not have the support of the people back home you will not be successful. Attacking civilian targets not only disrupts supply lines to the troops it also breaks the morale of both the troops and their support back home.
