The question was posed in order to put him in the no-win position of calling for an investigation by an agency with no jurisdiction on a charge with literally zero legal merit, no witnesses, no place, no time, nothing.
It's a tactic and he handled it correctly.
Your premise of "if he's innocent, he'd welcome an investiagation" is the same kind of thinking cops and law enforcement use on minorities when pulling them over.
