with 2016 election. These crimes were discovered while investigating Russia and Trump campaign. Manafort was the Campaign manager for Trump. The SC mandate stated that they could pursue any crimes that they come across during there course of their investigation. The investigation into these specific financial crimes has been completed hence charges brought.

The election investigation has not been completed. hence if SC finds that Paul Manafort committed any crimes directly related to the russian/trump campaign election then he will be charged at that time.
