Given the FACTS 1) there was russian meddling; 2) Page had russian connections (and was previously flipped as a cooperating witness); 3) Pages travel to Russia; 4) Pages role in the campaign process; 5) Page's statements that he was an informal advisor to Russia...

there is likely a reasonable basis to monitor Page at any point in time - without the Steele Dossier.
