Should ANY CONSIDERATION be given to workers here or just to consumers?

The central govt should not take any affirmative steps to help any particular subset of people, and that includes consumers.

And what if foreign countries are not as sweet as ummmm and the pickle, and are not so interested in their consumers as they are their workers?

Then that foreign country will unfortunately suffer the negative effects of misguided central planning.
