a moral responsibility that no one should ever impose a moral responsibility on another person?

Parents get stoned and watch some druggie friends rape their child, while filming it and then kill the child for their snuff film business, and the parents don't lift a finger to stop them... nor even ask them to stop... no responsibility for aiding or protecting their child or children should be imposed upon them?
