For those not familiar with him, JKG was a very prominent economist who bounced between Harvard and various democratic administrations following WWII thru the 1960’s. One of his observations about the the American, British, French and West German governments was they were all run by beaurcrats and you could rotate the heads of those governments at will and it would make no difference in their policies. And in perhaps his most telling observation, he suggested you could include the head of the Soviet Union in rotation and it wouldn’t change anything. If you think about it, JKG was essentially recognizing the existence of the deep state in not just the US government, but the existence of a deep state in all the workd’s leading governments some 50 years ago,
