You think it is more likely that Obama didnt act until HRC lost the election because he was upset that she lost rather than to be seen as impartial. You think his emotions led to his response versus the risk of publicly validating Trump's narrative that the election was rigged against him.

Obama, no matter what bad things we say about him, was not driven by emotion. He was calculated.
