per "event": breath, blood and urine. Blood is the most common 2nd test to be requested if breath is determined by the field officer to be insufficient. Blood tests are used, primarily, to determine if "other substances" are in the blood (even prescription meds when combined with low levels of alcohol are chargeable). Thus, we can assume the officer thought he had PC to believe JB was on assume form of medication and/or narcotic beyond whatever his BAC may have been.
