If he was issued a citation, he stands accused by the officer, who believes that he/she had probable cause for an arrest based upon their suspicion that he was operating a motor vehicle while intoxicated. If there was a breathalyzer result, it would be stated on the summons, and it should indicate the result amount, but sometimes the officers leave that information off of the summons. It is not critical to their case if it is left off. If a blood draw was taken, he would have been issued a citation, but the prosecutor might or might not wait to file the charge until receiving the results from the lab.
Driving While Intoxicated can be because of alcohol or drugs, or a combination of the two.
