schools and their teams sign up to play in their system? If a private group organizes, and sets standards, you either change them from within, or make your own system and set up your own rules. The answer is not to be dishonest and cheat. That is the loser's way of doing things. I can't win (BOO HOO), so I'll just cheat (WAAAAAHHHHH).
