typically not targets of lawsuits. You can't get blood out of a turnip as they say.
Most employees are not personally liable for civil penalties for mistakes they make on the job. If they screw up and someone sues them for it the company is the one on the hook for any damages, not the clerk to typed in the wrong address or forgot to do what they were supposed to do etc.
Policemen have a dangerous job where they have to make split second life of death decisions. "Go catch that felon who has a gun and may try to kill you." is a lot tougher job than the one the customer service rep has, it hardly seems fair or reasonable to make them personally liable for any mistakes they may have made, while being judged after the fact based upon outcomes of those decisions.
In this case the mistake appears to have been missing a running target who had stolen a vehicle, broken into a mobile home,had a gun earlier and had pointed it at police, burst out of the mobile home with something that looks like a gun in her hand.
