the way of measuring the metrics is still valid.

Add up all of the government benefits paid to the poor. Divide that number by the sum of all of the government benefits intended for the poor.

That will give the percentage of the money spent on the poor that actually gets to the poor.

1 minus that percentage will give you the percentage of the government spending sucked up by the bureaucracy.
