No, entitlement benefits are not 70% lost to bureaucracy. I dont care who you read that from. This is NOT an argument of whether or not we should provide these entitlements, however.

In 2016 the US spent $73B on SNAP benefits, as an example. There were ~45.7M people who received those benefits. The average payout per person is about $125 per month (according to https://www.cbpp.org/research/a-quick-guide-to-snap-eligibility-and-benefits).

$125/mo payout per person times 12 months = $1500 per year. 1500 per year times 45.7M people = $68.55B

$68.55B/$73B = 93.9%
