James Baker III. This was probably back in the 1980s, when he served under President Ronald Reagan. He took the amount spent on entitlement programs and divided it by the number of people at or below the poverty line. I think it came to more than $10,000 per man, woman and child, so we could theoretically cut a check for $40,000 to a family of four at or below the poverty line, but in fact, that family was getting far, far less than that in benefits. Meanwhile, the government administrators were making $75,000 per year, plus benefits, working in nice government offices and sending social workers out to the families trying to help them navigate the maze of government programs and figuring out what they were entitled to and how to apply for it using the correct government forms and so on.
In fact, I think the amount consumed by the government was higher than 70%. The amount they received may have been along the lines of $6,800 per year, with the rest eaten up by government overhead.
