It's all spending. Mandatory is just a gutless bullshyte term created by congress to create an untouchable class.

Guess what? That can be repealed someday too, so it's not "mandatory", it's just shyte we don't dare talk about.

Bullshyte thinking like this, is what helped create the massive problem we have now.
