At best it was a half-baked one.

And even if it were a legitimate apology that took ownership of his actions, it wouldn't be for me to accept it or not accept it.

In either case I think he should resign. This disgraceful behavior needs to stop and people need to be held accountable, whatever side of the aisle they sit on.
