At the time the former players suit against the NFL was "settled", it was widely reported the NFL's total liabiity was limited to something less than one billion dollars. My understanding is that settlement was not approved by the Court and the final Court approved settlement has no cap on damages. It's openended.
While there are relatively few NFL teams compared to college and high school and NFL players have far longer careers, the fact the NFL settlement has no damage cap suggests the potential liabiity for high schools and colleges could be massive. And the costs of dealing with that liability could certainly cause schools to drop the sport.
