at Fulton you have a lot of NGRI, people who came into the system, you aren't use to dealing with this population on the streets like I have ( though I have also consulted in institutions)

what you're missing is some paranoid schiz's are very smart people, have compulsions that keep them in line ( like gambling). He stayed on the streets. Like you, I think that people like him get identified and it's scary to think that we
