One could have allegiance to a military hierarchy, for instance. A private must have allegiance to and follow the orders of a corporal, who must follow the orders of a sergeant, who must follow the orders of a lieutenant, etc.
But if a sergeant orders a private to commit some crime against military principles, the private is not required to do so... in fact, he may be required to ignore that sergeant's orders.
The command to massacre unarmed civilians, as at My Lai was an example of that.
But that is an example of someone in that hierarchical structure who betrayed the allegiance of those to whom s/he owed it, and those below him/her are not bound by perverted commands... even though they may pay consequences, even very severe ones for not submitting to that perverted allegiance structure.
When that hierarchical structure is in harmony all is well... when it is perverted, it is not.
