putting changes in place that both a) don't address the real issue, and b) significantly reduce citizen's rights.
There is no silver bullet, here (yay puns). It's going to take thoughtful, multi-faceted, long-term efforts. The American public doesn't have the attention span for that. That's why there have been no changes.
This is assuming you consider this a problem to begin with. Statistically, there are much larger issues we could be addressing.
