Cardinals and probably Chiefs fans are fine with mediocrity. Missourians have just never been able to enjoy more than a few years of winning football or hoops (and with no national title) in a row before things tank for long periods as mentioned in the OP. So, I would say it's specifically the culture of MU sports which fits your statement as opposed to Missouri in general with regard to winning.
