It's fascinating to read your contortion of the intent of this clause so many years after it was written.

If you read more, you'll find that the US govt has been groping around for a couple hundred years doing what you're doing - finding plausible areas to pin immigration powers to - such that SCOTUS (with their stolen power of judicial review) - could declare immigration constraints constitutional.
