Outsiders have no right to enter without permission according to the "Law of Nations."

A. Article 1, Section 8 of the Constitution: Powers of Congress;
B. Clause 9: To define and punish...Offenses against the Law of Nations
c. Included in the Law of Nations: No entry across national borders (immigration) without permission of national authorities.

Simple logic: C is in B; B is in A. Therefore, C is in A.
Logical conclusion: Immigration law is included in the Constitution as a power of Congress.
