My point was - if the E tax is eliminated, will basis be stepped up to FMV at DOD (as presently) - if not, that's a huge tax hit for the middle class (and a PITA tracking basis.)
If basis is stepped up - then those gains are not taxed (and the big winners would be folks like the Waltons, Gates, Buffetts, Kochs - and yes Trumps) that hold stock in companies with massive untaxed gains.
