Nonetheless, your contractual interpretation scheme falls apart for the reasons I just laid out in my prior post.

The clause is at best ambiguous, and it should be resolved by prior documents on the actual intent.

Ultimately, the goal is to ensure that actual intent is effectuated. That is the goal of all contracts/compacts. Not to trap people by their own words.
