Also, your contractual interpretation scheme works against your theory on the "migration and importation" clause.

As the clearest limiting term in Article I, Section 2, Clause 3 is what is understood as a "free person". Therefore, because the "migration and importation" clause does not specify that it is intended to cover "free persons" then it must mean that "free persons" are not covered by the clause. It is silent on "free persons".

That is your contractual interpretation and nothing more, nothing less.
