The actual words, not the perceived intent of a clause carries the day.
Please show where the power to regulate migration was limited to slaves in Article I, Section 9, Clause 1?
While you are at that, please explain to the Court, why the writers of the Constitution meant to limit Congressional control of immigration ONLY to slaves but failed to do so...especially in light of the fact that in Article I, Section 2, Clause 3 they took the time to specify the slave population.
Why would they be specific in one place in the Constitution, but not the other????
