It grants Congress the power to control immigration of ALL persons after 1808. There is no mention of slavery in that clause.

You may wish to claim there was another intention, but the document is very clear on what is written.. there is no limitation to slavery that is written in this document.

The Founders did not dance around the concept of slavery in Article I, Section 2, Clause 3... why do you suppose they chose to do it in Article I, Section 9, Clause 1?
