president's constitutional power as Commander in Chief. But in the end, my opinion doesn't matter in the application because I have no authority over it. And as long as it goes unchallenged, the president voluntarily accepts it and it is in force. And we can blather all night and all day over it and it won't make one. damned. bit. of. difference.
