Truman didn't get it for Korea
Kennedy, Johnson, and Nixon didn't get it for Vietnam. I don't believe there has ever been a definitive answer for that question with regards to committing troops to combat without Congress's approval. And Trump didn't even commit a single troop to that attack. The War Powers Resolution puts a limit to 60? days without Congress's approval. But that's never been affirmed or struck down by the SC. But, by precedent, Trump does not need Congressional approval.
