After Frank, and all that that entailed, it seems obvious that Kim was just the one stuck with cleaning things up, getting the program back on it's feet again.

Still, some will believe until the day they die that Frank had us in such good shape that Kim should have walked right in and had success right away.

Why they believe that with the probation and all the bad apples, I don't know, but they do and that will not change.
