because there will always be people looking to "get over" over the system. Always. Currently, that's folks who run to the doctor for every damn thing and pharma execs blowing up prices so they can pay themselves huge bonuses. If it becomes health savings accounts, it will be investment firms and managers. And the "free market" won't fix it because the market isn't free. It's constrained by political contributions and influence which protect the givers.
