because you have fund managers who will seek greater and greater returns by investing in riskier instruments. You have a whole cadre of Bernie Madoff's running around who fake the investment returns and reallocate the monies to their own benefits. What then? Do you set up a Pension Benefit Guaranty Corporation for health care plans?
