if a kid is willing to work and delay their start to college, then that delay should be penalty enough. They'd have to find a way to keep their skills sharp without professional compensation and they're delaying earnings by a year, compounded over a lifetime....seems that it's nothing more than another set of handcuffs to try and trap kids. You do wonder why kids don't tell them to shove their NLI, but the scholly that goes hand in hand can be pretty good enticement.
