It's the LOI's rules

The group that administers the LOI system has established its own set of rules. I have no idea why they decided on an administrator rather than an athletic official needed to sign releases.

The LOI administrators have no authority to penalize a school for not playing by the rules. The practical power is if Mizzou signs a Porter kid in violation of the LOI rules, the administrators could say that none of Mizzou's signees are bound or locked into playing at Mizzou.

Therefore, if MIzzou doesn't want to have folks poaching its signees after they've signed, it doesn't poach other school's signees.
