Is An LOI Considered a Contract?

Most states have a minimum age at which a minor can enter into a contract. If an athlete signs a LOI under the minimum age would it be enforceable in a court of law?

I assume the parents also have to sign the LOI which may or may not make it more binding. The NCAA likely also has some administrative rules and regulations governing this situation which may or may be upheld in a court of law.

Anybody have some insight on this issue?
