The letter of intent system was created by and is administered by the coaches/ad's association (the "CCA" if memory servers. The NCAA is not involved in administering or enforcing the system.
Letters of intent are not contracts and contract law does not apply. They have their own rules regarding who has to sign, their effect, etc.
The school does not have the authority under a letter of intent to force a signor to play for that school. He is prohibited from playing for other schools for a period of time.
There is another document called a scholarship agreement that is sometime used. Odom signed one when he committed to Mizzou. It is an agreement that the school will give the recruit a scholarship. A letter of itnent does not commit the school to actually give a scholarship. See the long time SEC practice of "oversigning".
