But those kinds of details don't just take care of themselves and he should not rely on the benevolence of the UW AD. It's not their job to pay a penny more than they're obligated, especially as an AD already running in the red.

In the last 12 to 18 months the Porter's likely sold a house, possibly even with assistance from UW, incurred moving expenses, signed a lease, etc.

MU will pay a lot but there's no reason to throw money away.
