Libs can challenge in any court given their rational as to standing and jurisdiction
Libs decide to challenge in district courts in federal circuits that end to be more liberal
But than according to your logic they look for conservative judges within those districts.
Conversly they looked for liberal judges which gives them the best chance for success. The fact the judge was appointed by a republican president is all the better
