From what I have seen, Pickle is a jerk who never answers anyones questions yet demands that others do. He is obsessed with natural rights to the point of often being unable to have a conversation with.
But in this instance, he is correct.
You don't have to be an immigrant to be naturalized. (See my example below) And the Constitution does not directly grant authority over immigration. The Supreme Court have ruled that immigration laws are Constitutional due in large part to Article 1, Section 8, but it is inferred from, not directly granted
