So no, naturalization does not require immigration. This isn't the issue, though. The issue is that the federal gvmt does NOT have Constitutional power over immigration, and "[The Constitution] outlines who may come here and how we can control that" is 100% incorrect. NO SUCH LANGUAGE IS IN THE CONSTITUTION
