The president has the ability to gather intel and act immediately whereas it takes time for things to work their way through the other two branches.

Since Obama sat on this particular issue forever I don't know how time sensitive it really is. But now that Trump has pushed it to the forefront will some groups move quickly while the idiots on the west coast hold the door open for them?
