was part of a program at a previous job where we were "trained" to identify people on drugs. I know, obvious. The cop talked about how possession is never a felony, only intent to dist. is. But a guy with 2 of anything can "intend to distribute".
it all sounded like an excuse for cops to nail more drug charges, so I started reading on the topic a little bit. Effin bullshlt is what I found. Similar to what you noted with "passing".
I get your point about no gray area with juries...by gray area I mean it allows too much leeway for cops and PAs.
I am intrigued by the program Portugal went to years ago and is widely considered a success.
