Immigration can always increase. What do you do to be prepared for that?

Cost is underpriced. Considering there are no facts about that at this time this isnt even a fact. But lets assume it will be more than $10 billion and closer to $15 billion. That isn't a reason not to build it since mexico will pay for it.
