Glazier reportedly worked for the NCAA in enforcement for 10 years (if memory serves) and has apparently specialized in "representing" schools since. That would give him the opportunity to develope and hone his investigative and negotiating skills with NCAA. Also he probably has established relationships with a lot of NCAA staff.
Mizzou undoubtedly has folks who could handle this matter for it, but they almost certainly don't have similar experience and probably haven't developed or honed the skills.
Also, Glazier offers the benefit of the attorney client privilege to Mizzou. A non lawyer administrator wouldn't be able to do that and not certain about the scope of the attorney client privilege with University counsel.
