My reading of the article suggests to me that:
1. It will be a joint investigation by Mizzou and NCAA. Glazier will be Mizzou's representative in that joint effort. I.e. He and NCAA staff members will question potential witnesses, review docs & records, etc. Glazier will be able to test the credibility of witnesses during the process and to some extent "defend" Mizzou in th course of the investigative/information gathering process.
2. When the information gathering has been completed, Glazier will be able to defend Mizzou by arguing the facts don't establish any violations to the NCAA staff.
3. Glazier will also be able to defend Mizzou before the NCAA Infractions committee when it considers whether the facts established by the investigation establish violations. I.e. Argue the facts don't establish infractions.
4. And if the Committee on Infractions finds there are violations, he can defend Mizzou in the subsequent proceedings before the NCAA. This could include negotiating a "deal" with the NCAA.
